The Budgeting & Financial Operations Director (Financial Analysis Manager 1) reports directly to the Student Affairs Chief Financial Officer and the is responsible for the Budgeting & Financial Operations teams, including:

* (a)management and administration of the Division of Student Affairs annual $0.5B operating budget and headcount; including direct supervision of the budget analysts,

* (b) oversight and management of the Division of Student Affairs Procurement team, which oversees approximately 12,000 purchase orders and approximately $140M spending per year

* (c) oversight and management of the Division of Student Affairs Financial Services team, including Accounts Receivable/Payable and the Cash Office, which annually processes approximately 10,000 transactions worth approximately $45M; plus 15,000 service cases.

The Finance Manager may additionally take a lead role in the Division s strategic plan, capital plan, long-range financial plan, and other special projects as assigned.
This position involves leading development and administration of the operating budget, including position management, resource management/ forecasting/ reporting s. Plans, directs, reviews, and schedules work and deliverables for the team of Financial Analysts.


* Direction of development and implementation of the Division s annual budget, position management, monthly/quarterly/annual reporting, year-end close, ad-hoc reporting, identifying and tracking inventory of unfunded needs, etc

* Direction of the Division s financial services including accounts receivable, accounts payable, credit card and event card approvals and reconciliation, Procurement Card Industry Data Security Standards administration and coordination, cashier services for 20 locations campus wide, departmental check deposits, bank reconciliation, invoice/statement research and payment requests.

* Direction of the Division s procurement services including public bids, contract and amendment negotiations, purchase order creation, compliance with State and Regental requirements, including policies and audits related to contracting out, Fair Wage/Fair Work, Prevailing Wage, project registration with the CA Department of Industrial Relations, Union Requests for Information and Public Records Act responses.

* Identifies areas needing process improvement and proposes/executes process improvements across fields including reporting, budgeting, position management, resource allocation, funding modeling, procurement, financial services, etc.

* Manages assigned scheduled and ad-hoc projects including but not limited to planning, resource allocation, scheduling, ensuring accuracy of data and analysis, presentation and summarization.

* Directs work of and effectively manages Budgeting & Financial Operations teams to achieve all Divisional Finance objectives. Includes full managerial responsibility for Budgeting & Finance Operations staff with accountability for results in terms of costs, methods, and ability to meet performance objectives and performance management.

* Provides direction and expertise for budgeting, financial planning, procurement, financial services, and various financial and other analysis.

* Interprets campus and federal policies and guidelines and develops and implements methods, processes, and guidelines to ensure compliance and management of risk.

* Establishes and recommends improvements and changes to policies which affect units or campus.

* Works closely with Campus DFLs/CFOs and Campus Budget to knowledge share and stay abreast of emerging issues, practices, and areas for improvement/collaboration; partners with counterparts across UC system to knowledge share and strategize; researches emerging and best practices for relevant university and public education funding/organizational models and proposes improvements for UC Berkeley Student Affairs.

Required Qualifications

* Strong knowledge of and experience in finance policies, practices and systems; budgeting and reporting; human resource planning; accounting and bookkeeping; and procurement practices

* Client services oriented; superior analytic and communication skills.

* Excellent interpersonal skills and ability to work effectively across the organization at all levels.

* Ability to effectively manage projects, teams, and multi-task.
