Facilities Technical Compliance Specialist Lawrence Berkeley National Lab's ( LBNL ) Facilities Division has an opening for a Facilities Technical Compliance Specialist to join the team. In this exciting role, you will serve as a system owner for Facilities systems and equipment that are governed by regulatory requirements, under both federal and state laws. This position partners closely with Environment, Safety, and Health to ensure that regulatory requirements are identified, documented, and that operations and maintenance of the equipment are executed properly to ensure full compliance with requirements. This position also oversees the operations and maintenance of specialized systems such as bulk cryogenic systems, and serves as an designator operator for the Lab's two Waste Accumulation Areas and four Satellite Accumulation Areas. - What You Will Do:

  • Function as a system owner for compliance related systems [including but not limited to underground storage tanks, above ground storage tanks (UST/AST), Gas insulated switches, Fixed Treatment Units (FTU)].
  • Identify and track all regulatory requirements for assigned systems in partnership with EHS and collaborate with regulatory agencies as needed to interpret requirements.
  • Develop procedures and processes necessary that drive the implementation of actions necessary to ensure compliance with regulatory requirements, including preventive maintenance procedures, and operational rounds and/or procedures. Partner with crafts to establish and formalize methods for execution of compliance tasks.
  • Identify and develop training, if necessary, for workers operating and/or maintaining regulated systems and equipment to ensure that requirements are understood and executed properly. -
  • Schedule and assist in yearly regulator testing of the UST operating system (yearly monitor and sensors, bi-yearly overfill protection, tri-yearly secondary containment, yearly for CARD/BAAQMD vapor testing). Partner with EHS to select state certified UST service/repair companies and interface with EHS environmental and the City of Berkeley inspectors.
  • Monitor and manage implementation of compliance actions on regulated systems. -
  • Support crafts in troubleshooting system/equipment issues.
  • Collect and maintain required inspection and testing documentation. Support EH&S Environmental Protection Team to validate compliance actions and prepare required reports to regulatory agencies.
  • Support regulatory inspections by the BAAQMD and City of Berkeley.
  • Identify and track execution of actions to ensure compliance with the LBNL Spill Prevention, Control and Countermeasures Plan.
  • Report non-compliance issues and concerns to the appropriate personnel.
  • Develop and maintain tracking and reporting tools to ensure the division's compliance with program requirements.
  • Serve as a liaison with EH&S Division, Regulatory Agencies, Legal, and other organizations both internal and external to the Lab on regulated systems and equipment.
  • Oversee the Laboratory bulk cryogenic systems operations, maintenance and repair. Coordinate with cryogenic provider (Praxair) on deliveries and required inspections. Develop scope and coordinate execution of preventive maintenance, repairs and inspections on bulk systems and user auto and hand-fill systems. Ensures that all cryogenic systems are promptly repaired for personnel safety and lab cryogenic supply. Works closely with Cryogen EHS SME on cryogenic related matters.
  • Oversee operation of two Waste Accumulation Areas (WAAs) and four Satellite Accumulation Areas (SAAs). Assist Facility personnel on waste generation and coordinate with EHS on storage and removal of waste.
  • Manage operations of low conductivity water (LCW)/DI systems and water chemistry. Perform water testing as needed. What is Required:
    • Knowledge equivalent to Bachelor's Degree in functional specialty closely aligned with relevant program and extensive related professional technical experience preferred OR a Bachelor's degree or equivalent and a minimum of 6-8 years of related to professional technical experience. -
    • 3-5 years of experience in operations/maintenance of compliance related systems/equipment.
    • Technical training on compliance-related systems/equipment.
    • Experience with software: Google Suite.
    • Good written and verbal communication skills.
    • Strong attention to detail.
    • Excellent organizational skills.
    • Ability to think independently and suggest solutions.
    • Strong planning and project management skills and ability to apply these skills in effective working partnerships across organizational lines.
    • Proven planning, prioritization and organizational skills. Excellent time management skills and ability to manage multiple projects at once. -
    • Ability to create momentum and foster organizational change.
    • Thorough knowledge of learning concepts, training and development methods and techniques.
    • Knowledge of principles of organizational development and organizational effectiveness.
    • Extensive knowledge of leadership, soft skills, employee development and technical training.
    • Excellent oral/written communication skills, including group facilitation and presentation skills.
    • Excellent interpersonal skills, including leadership, influencing, and relationship-building across functions. -
    • Ability to work with management to align learning/leadership development with Division objectives.
    • Ability to organize/prioritize work, manage multiple tasks and projects and function effectively as a self-directed leader of multiple initiatives.
    • Demonstrated ability to effectively communicate verbally and in writing with a wide range of groups and individuals. Excellent collaboration skills and ability to effectively interact with people at all levels, internal and external to the organization.
    • Excellent interpersonal skills with a customer-focused approach. Notes:
      • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
