Position Summary

The Employee and Labor Relations Advisor (ELR) Advisor will partner with other HR professionals and support a diverse client group including scientific, technical, clerical, service and skilled trades employees. Under the limited direction of the Sr. ELR Manager and mentorship of the Sr. ELR Consultants, the position is responsible for providing advice and guidance to supervisors and management in resolving labor relations and employee relations issues and problems, and on the interpretation and application of union contract provisions, employment laws, and internal policies.

The selected candidate will also conduct investigations, prepare, participate, and support in collective bargaining negotiations and may represent or support the organization in grievance arbitration proceedings and in cases before government agencies. This position also serves as a coordinator for the ELR department.

Essential Duties & Responsibilities
Provide Jr. ELR Consultant Support to Sr. ELR Consultants and Manager ELR Project Management
Under the direction of ELR Manager and mentorship of Sr. ELR Consultants, advise and counsel management in the interpretation and application of union contract provisions, employment laws, internal policies, and to the extent prudent, the maximum avoidance of employment lawsuits and arbitrations; administer collective agreements, including hearing grievances and responding at various steps of the grievance process.
Advise employees regarding policies and the procedures for processing employment claims.
Where applicable, conduct Fact Finding Investigatory processes and report on findings.
Participate in collective bargaining negotiations by assisting in the development of the organization's positions, representing the organization in system-wide negotiations, and serving as chief spokesperson in local negotiations where appropriate.
Engage in research and analysis regarding employment regulations and laws such as ADA, FMLA, Weingarten and Skelly.
Support the ELR Team in defense of employment lawsuits, grievance arbitration proceedings, and hearings before government agencies such as PERB, EEOC, DFEH and EDD.
Develop and maintain reports on ELR issues, and develop and administer ELR training for management.
Prepare, coordinate and manage ELR Management Tracking Logs.
Prepare, coordinate and populate the Monthly ELR Report in partnership with the Sr. ELR Manager.
Manage Union Info Requests from inception to completion and execution in partnership with Sr. ELR Consultants.
Coordinate, Log & Manage all ELR Reporting Functions & act as ELR data specialist and SME.
Develop & maintain new ELR Process Inventory, ELR data and file management in partnership with the ELR Manager, and execute rollout & implementation of new processes and tools.
Draft and manage communications & templates.
Coordinate and act as ELR Training SME in partnership with the ELR Manager in developing, scheduling and executing ELR Specific training.
Other duties may be assigned.

Position Requirements

Education & Experience
Bachelor's Degree in Labor Relations, Human Resources, Business Administration, or other relevant field, and/or equivalent experience/training.
Minimum of 5 years of relevant work experience or equivalent supporting HR and Labor Relations work.
MA/MS degree with concentration in HR or related field, preferred.

Knowledge, Skills & Abilities
Working knowledge of employee and labor relations principles and practices.
Knowledge of state and federal labor law pertinent to the NLRA and HEERA; general knowledge of employment law pertinent to Titles VII/IX, Civil Rights Act, as amended, ADA, EEOC/DFEH, FMLA, etc.
Superior verbal/written communication and presentation skills, and proven relationship building skills/experience.
Ability to seek out resources independently and apply working knowledge to resolve ELR issues and questions
Excellent interpersonal skills with a strong understanding of organizational communications and dynamics and ability to work effectively with a broad range of constituents.
Strong research, analysis and problem solving skills. Experience/exposure in effective conflict resolution.
Exposure and understanding to negotiation, consultation, mediation and facilitation skills.
Proficiency in using a personal computer, including Microsoft Office Suite applications (Word, Excel, PowerPoint), and data management/reporting.
Highly organized and comfortable working in a fast paced and dynamic environment with constantly changing priorities, deadline driven deliverables with short timelines.

Preferred:
Knowledge of DOE policies and procedures.
General knowledge of Human Resources management theories, principles and practices, and Labor Relations/Contract Administration as well as Workers Compensation law.
